2. The idea is to use a longer-than-normal-for-stopping-action exposure while something is moving. You stay still.

A similar technique when shooting moving things, especially motorcycles, is to move the camera with the subject as you're exposing. That makes the background blur and the subject stay sharp. Easier said than done.

Good thing digital makes practice cheap.

This is a simple shot. Go to any metro and point your camera at a moving train. Make sure some people are also in the shot, and hold the camera still. It may help to anchor the camera against a bench or post for stability.
